Stop thinking that a PDF created in Word and sent by email is an electronic invoice. It is a strategic mistake that will block your cash flow.
The B2B invoicing reform in France is no longer a vague, distant promise. It is a legislative wall approaching at high speed. Starting September 1, 2026, all French businesses subject to TVA (French VAT) will have an absolute obligation to be able to receive structured electronic invoices. The obligation to issue them will follow on the same day for large companies and mid-sized companies (ETI).
The good news? If you run Odoo, you already have the most powerful technology engine on the market to absorb this reform without friction. But you still need to know how to configure it.

1. The 2026 wall: why it is not just an IT issue
Executive teams often dismiss the move to e-invoicing as a simple "software update". That is a dangerous view. The French government is imposing a structured format because it wants to be able to read your financial flows in real time. If your ERP generates VAT errors or leaves out a SIRET number, the invoice will not go out. Your customer will not pay. Your "Order-to-Cash" process is directly at risk.
“By 2026, finance departments that have not automated their invoicing flows will face a drastic increase in operating costs. According to Gartner, modernizing and automating invoicing processes is now the number one priority for 78% of CFOs.”
You and your CFO when you realize that your Excel "invoice" will be worthless in 2026.
2. PPF, PDP, OD: untangling the government jargon
To understand how Odoo fits into the reform, you need to understand the famous "Y-shaped model" set out by the French public finance authority (DGFiP):
- The PPF (Portail Public de Facturation, the public invoicing portal): This is the core of the government's system (the successor to Chorus Pro). It centralizes tax data and manages the directory of every business in France.
- PDPs (Plateformes de Dématérialisation Partenaires, partner dematerialization platforms): These are private companies certified by the government, authorized to exchange invoices with one another and to extract VAT data to send to the tax authorities.
- ODs (Opérateurs de Dématérialisation, dematerialization operators): This is where Odoo fits. An OD is a business management software that creates the invoice in the right digital format, then sends it either to the PPF or to a PDP.
No spin: Some competitors try to make people believe that Odoo is at a disadvantage because it is not a PDP. That is completely false. Odoo's role is to be the best ERP on the market (managing your inventory, your sales, your accounting), not to act as a tax mail carrier. Odoo generates the perfect legal file and connects freely with the platforms of your choice.
3. Factur-X and Peppol: the mechanics under Odoo's hood
The Factur-X hybrid format
For the French market, Odoo has bet heavily on the Factur-X format (EN 16931 standard). In practice, it is a human-readable PDF file (PDF/A-3 standard) with an XML file embedded ("hidden") inside it. Humans read the PDF, machines read the XML. Odoo generates it out of the box every time an invoice is validated.
The ultimate weapon: the Peppol network
This is where Odoo crushes the competition. Odoo is a certified Peppol Access Point. Peppol is a global encrypted network (the "telecom network" for invoices). If your customer uses an ERP connected to Peppol (SAP, Dynamics, Odoo), when you validate your invoice, it is sent from server to server. No email, no attachment, nothing lost. It is the definitive end of fake bank details fraud.

4. The essential "Data" checklist before activation
Electronic data interchange (EDI) does not tolerate approximations. If a piece of data is missing, the XML file is rejected by the government portal. Before ticking the magic box in Odoo, your company must clean up its data.
- Company record: Your SIRET, intra-EU VAT number, NAF code (French business activity code) and address must be accurate and validated.
- Customer records: No more customer named "Miscellaneous Customer" with no address. Every business customer must have a SIRET number filled in. Odoo uses this SIRET as a unique key to query the legal directory.
- Tax configuration: This is the number 1 sticking point. Your taxes in Odoo must be mapped to the legal codes (standard rate, exemption with reason, reverse charge).
- Units of measure (UoM): Odoo includes the international UNECE codes (e.g. `HUR` for Hour, `EA` for Unit). Don't invent quirky units, use the ERP's standards.
5. Enabling EDI in Odoo (step-by-step tutorial)
If your data is clean, activation in the latest versions of Odoo (V16, V17, V18) is extremely smooth:
Enable the default formats:
- Go to the Accounting app > Configuration > Settings.
- In the Customer Invoices section, check Electronic Invoicing (EDI).
- Select the Factur-X format for the French market.
Tailoring per customer:
If a key account asks you for a specific format (e.g. Peppol BIS 3.0), go to their Contact record, Accounting tab, and force the desired EDI format for them only.

6. The real ROI: cutting data entry time by 10
Don't see 2026 as a tax, see it as a massive productivity lever. The real benefit of this reform is not in issuing invoices, it is in receiving vendor bills.
Today, your accountant receives a PDF, opens it on a second screen and manually types the amounts into the ERP. Tomorrow, the vendor will send a Factur-X file. Odoo's artificial intelligence will read the hidden XML tag. The result? The draft vendor bill will create itself, with the right accounting lines and the right VAT amounts, and will automatically link to the right Purchase Order. Zero re-entry.
“According to McKinsey, adopting end-to-end paperless finance processes can cut invoice processing costs by 60 to 80%, while freeing up thousands of hours for accounting teams.”
🔗 Go further: Automatic invoice reading (OCR) is only the first step. Find out how to use AI to improve your admin work and turn your back office into a profit center.
You when Odoo's AI reads the incoming XML, generates the journal entry and matches the order without you touching the keyboard.
Don't just endure the law. Use this legal momentum to clean up your data, structure your processes and turn your management software into a real profitability weapon.
